New Leadership Course on LEDS for Policymakers

LEDS are national-level, country-led, and country-specific strategic plans to promote economic growth while reducing greenhouse gas emissions (in absolute and/or relative terms).

September 23, 2014 - The U.S. Agency for International Development (USAID), in cooperation with the US Department of Energy’s National Renewable Energy Laboratory (NREL) and the Asian Greenhouse Gas Management Center (AGMC), launched a new course today on the fundamentals of low emission development strategies, or LEDS. The three-day course will build capacity among a group of champions from Cambodia, Indonesia, Philippines, Thailand, and Vietnam to design and deliver trainings on LEDS to other national and sub-national government officials, with the goal of disseminating knowledge on the LEDS process, terminology, and benefits.

LEDS process graphicA LEDS is a national strategic analysis and planning process covering all economic sectors to promote economic growth while reducing long-term greenhouse gas emission trajectories. In addition to helping countries reduce emissions compared to "business as usual" scenarios, LEDS provide a vehicle for promoting green growth, increasing economic productivity and efficiency, and addressing social development challenges.

During this course, participants will have an opportunity to learn, exchange knowledge, and share experiences on key elements of LEDS as well as on training strategies. At the end of this leadership course, participants will have the ability to:

  • Explain the key concepts behind low emission development
  • Define what LEDS are and explain their importance (including co-benefits)
  • Identify and describe in detail all elements of LEDS
  • Deliver (at a minimum) a one-hour introductory course with confidence
  • Adapt course materials to specific country contexts and needs, and develop a course schedule

This course is sponsored by USAID and is implemented jointly by NREL, the USAID Low Emissions Asian Development (LEAD) program, and the AGMC, a regional center based at the Asian Institute of Technology (AIT) in Thailand.
