Operations/Office Manager – USAID Low Emissions Asian Development (LEAD) Program / Bangkok, Thailand

Job Purpose:

Under the direction of the DCOP Operations, the Operations/Office Manager will be responsible for managing administrative aspects of USAID and other International Development organizations’ (sub)contracts. Areas of expertise will include subcontractor and consultant management, procurement, and financial management. He/She will develop and/or implement internal systems and tools that ensure that the project is implemented in compliance with all terms and conditions of the contract, with the USAID regulations and ICF policies and procedures, as well as with relevant local and US accounting standards, laws, and regulations. He/She will work closely with the management, field and home office staff, subcontractors, consultants and vendors as needed.

Key Responsibilities:

  • Developing and implementing the Contract's administration procedures in coordination with the Program Managers and Management staff, in accordance with the ICF policies and procedures, and USAID rules and regulations;
  • Facilitating negotiations with vendors, and coordinates approval of agreements, purchase orders, and local subcontracts with appropriate management staff;
  • Maintaining current knowledge of relevant USAID procedures and practices;
  • Drafting the paperwork, and manages consulting agreements, reviews expenditures, level of effort, and period of performance;
  • Reviewing subcontract/consultant invoicing against agreements before recommending for payment;
  • Supervising the issuance of project related requests for quotations (RFQs);
  • Coordinating various procurement actions;
  • Supporting DCOP Operations in coordinating payments with local accounting firm and preparing monthly financial reports;
  • And other operations tasks as directed.

Basic Qualifications:

  • Over five years of operations, project management, financial, or contract administration related experience on projects sponsored by the US Government or other international donors;
  • Thorough demonstrated knowledge of relevant US Government laws and regulations related to technical assistance projects, as well as terms, conditions, and policies governing assigned contracts, including federal acquisition regulations (FAR), is required
  • Familiarity with USAID regulations, forms, and procedures for contract administration are necessary
  • Ability to work with minimal supervision and having self-starter skills are necessary
  • Ability to perform complex tasks with minimum supervision
  • Excellent command of English is required
  • Excellent communication skills, people skills, and ability to provide briefings to management and customers is required;
  • Use of software such as Word, Excel, PowerPoint, and other software packages as needed

Preferred Skills/Experience:

  • Previous Asian work experience preferred
  • Other development program experience with bilateral or multilateral agencies
